FEMA Standing Committees & Responsibilities

Alcohol Tax & Trade Committee

  • To track the activities of the Alcohol Tax & Trade Bureau (TTB) and other regulatory agencies with respect to the use of alcohol in flavors and extracts, and to recommend action to the Board of Governors when necessary.
  • The scope of the committee includes regulations and procedures for tax drawbacks, formula disclosure, investigation and inspection procedures, conflicts between agencies, impact on wine and alcoholic beverage flavors and beverage ingredient labeling.
  • To appoint task forces to address specific issues.

Communications & Membership Committee

  • To keep the membership fully informed of the policies, services, and activities of the Association so that each member receives the maximum benefit of FEMA membership. 
  • To seek, as members of the Association, all qualified manufacturers of flavors and flavoring ingredients, flavor users, flavor ingredient suppliers, and other companies related to the flavor industry who are eligible for membership.
  • To contact potential members and to advise the Board of Governors on matters relating to membership in the Association.

Education & Training Committee 

  • To assess the education and training needs of the FEMA membership, and to oversee the provision of education and training courses on topics that are timely and of value based on input from members. 
  • These courses are in addition to and outside the scope of programs and workshops already offered, and they take into consideration the needs of younger professionals within the flavor industry and alternative formats that stimulate broader participation. 
  • The Committee will also develop and offer a FEMA orientation class, "FEMA101".

Finance Committee

  • To prepare a budget for the Association's annual meeting.
  • To make recommendations to the Board for Governors and the membership regarding the financial needs and conditions of the Association and dues of the members.
  • To provide for an annual audit of the accounts of the Association.
  • To provide oversight and management of the Association’s reserves.

Flavor Labeling Committee

  • To track new and existing labeling regulations of the FDA, USDA, and other agencies applicable to flavors, and to recommend appropriate actions to change, interpret or implement those regulations.
  • To follow government proposals for amendment of existing regulations and to recommend to the appropriate agency the Association’s comments on such proposals in the interest of the membership.
  • To appoint task forces to address specific issues.

FEMA Regulatory Affairs Committee (FRAC)

  • To scrutinize U.S. (local/state/federal) and international legislative and regulatory initiatives that may impact the flavor industry.
  • To make recommendations to the Board on policy responses to regulations affecting the flavor industry and advocacy efforts to implement such policies.
  • To appoint task forces to address specific issues.
  • To provide information to members about new legislation and compliance with existing regulations, and create a forum for committee members to exchange views on the interpretation of regulations globally.

Joint Occupational, Safety, Health and Environment Committee

  • To review and exchange ideas for improving workplace safety and health.
  • To provide occupational safety, health and environmental regulatory compliance information to the flavor and fragrance industries.
  • To exchange information concerning compliance with federal, state and local environment laws and regulations.

Program Committee

  • To formulate programs for the business sessions of the Annual Convention and Symposium, including recommending and inviting speakers, coordinating travel and program details, and welcoming and hosting speakers in attendance at the meetings. 
  • To recommend panel discussions or other special programs to address issues of interest and importance at both annual meetings.

Safety Evaluation Coordination Committee

  • To direct and oversee all safety evaluation activities of the Association, and to track safety evaluation activity, wherever it occurs, related to flavors.
  • To initiate, or cooperate in initiating, activities related to and supporting competent and effective safety evaluation of flavors.
  • To coordinate the safety evaluation activities of the Board of Governors, the Expert Panel, other FEMA committees, and outside organizations including governmental agencies, scientific and academic institutions and other industry groups.

Science Committee

  • To investigate and work toward the resolution of scientific problems involving chemical composition, analysis, and specifications for ingredients used in the flavor industry. 
  • To plan and conduct periodic surveys of the industry to obtain current usage data on flavoring ingredients, and to review and interpret the results of such surveys.
  • To provide leadership on the assessment of technologies that is most appropriate and cost effective for the detection of the adulteration of flavors.
  • Through the Vanilla Subcommittee, to keep members informed about issues relevant to vanilla products subject to the Federal Standard of Identity.
